BDM has supported 51 private companies - small and large - seeking to enter or expand their business into the government market while keeping risks low.  To date, BDM has won more than $3.8 billion for its clients with an 88% win record for proposals that BDM has written or managed.

BDM has supported State and federal agency government contracts totalling more than $11.7 billion across 9 federal agencies and 7 State governments offices.  Of 29 government contracts that BDM has supported, 89% were completed on schedule and within the budget.

RELEVANT EXPERIENCE

Director of Technology: Responsible for all aspects of the technical design and business development planning of a nationwide health and human services wide area network called the Community Services Network (CSN).  Managed technical design, direction and performance of 12 subcontractors, including Lawrence Livermore Laboratory. Prepared proposals, cost-benefits studies, adapted designs and facilitated requirements analysis to municipal and State governments.

Director of Operations, Management Services:  Advised corporate management of small business consulting firms on business development techniques and opportunities.  Identified, bid and won nine contracts within the first 11 months of employment totaling $1,977, 280.

Deputy Program Manager:  As Deputy Program Manager for a $64M production contract to deliver an advanced digital communication system for the U.S. Army, managed staff selection, contract compliance, scheduling, department head performance, and engineering management.  Devised measures of effectiveness, performance, and quality of functional area managers and contract deliverables.  Contract ended under schedule and budget.

Acquisition Management Consultant:  Advised senior management of the US Department of Agriculture in the design and acquisition management and proper RFP/SOW development, source selection and negotiations for a $1.2B nationwide WAN of my design called "Info Share".  Designed, developed and used an automated life-cycle management system and automated contract management aids for use in the contract life cycle management.

Quality Management Consultant:  Advised the executive level management of Defense Medical Systems as a quality acquisition consultant.  Using structured process analysis, work flow diagrams and modeling, I modeled, designed, prototyped, implemented and delivered automated procurement planning and project management capabilities including an automated statement-of-work generator for  the $1.6B Consolidated Health Care System (CHCS) - a wide area Intranet deployed to 540 DOD medical facilities.  Designed, programmed and installed a contracting and decision support expert system.  My contract analysis and consultation fundamentally altered the design, management and direction of the CHCS contract saving $1.8M in a 14 month period.

Contracts Administrator:  As a DoD contract administrator, I automated contract deliverables and periodic reporting using a unique automatic “smart” document that met all the client's needs but required less than two hours per week of administrative overhead per contract.  Devised, designed and created an automated method to integrate time sheet reporting, contract administration and periodic invoicing with their legacy corporate accounting system.

Process Analyst Consultant, Army Center for Public Works:  Provided business process improvement and strategic planning consultation to the US Army on contract management and in support of facility management.  Analyzed and help design an all new soldier administration process using BPR and work flow techniques.  Briefed MAJCOM level on  design and progress.
